How much RAM do I actually need?
For vanilla with a handful of friends, a few gigabytes carry you a long way. Plugins add a little, and a big modpack is what really eats memory, so those want noticeably more. If you're unsure, start smaller: moving up later takes a moment and costs the difference, not a new server.

A plugin runs on the server alone, so your players don't have to install anything. A mod changes the game itself and therefore has to sit on every player's machine as well. If you want new features without asking anything of your people, plugins are the way.
